Take Flight Tomorrow: Hundreds of Flights Cut at U.S. Airports As Pilot Shortage Worsens

86 communities have lost more than 10% of daily departures.

 Washington, DC, September 8, 2014 - American airports, both large and small, have suffered major cuts in service ranging from 10 percent to nearly 81 percent as airlines have been forced to cancel flights in part due to the growing pilot shortage. 

Take Flight Tomorrow - a coalition of stakeholders working together to repair the pilot supply pipeline and prevent additional losses to scheduled airline service - has released a list of 86 U.S. communities that have already lost 10 percent or more of their scheduled airline departures.* The list includes major international airports serving Cleveland (CLE), Memphis (MEM) and Louisville (SDF), as well as state capitals such as Tallahassee (TLH), Providence (PVD), Jackson (JAN), Harrisburg (MDT) and Cheyenne (CYS) and dozens of other airline-served airports across 33 states and two U.S. territories.

RAA urges Congress and FAA to immediately address pilot supply challenge

Washington, DC--The Regional Airline Association (RAA) issued a call to action for Congress and the FAA to work together to fix the pilot supply challenges outlined in the GAO’s report “Aviation Workforce—Current and Future Availability of Airline Pilots” issued today. The report confirms the traditional pilot supply pipeline has been completely severed by the “1500 hour rule” and has added an extraordinary time and financial burden for the nation’s highly trained pilots to enter the workforce. The rule has unintentionally cost thousands of airline and related jobs, and dozens of communities their air service. These cuts will continue to grow over the coming years unless the government immediately addresses this issue, stated RAA.

“The Regional Airline Association and our airline members are gratified the US Supreme Court strongly affirmed that airlines and their employees must report security threats without fear of potential legal ramifications. The ability for airline professionals to recognize potential threats and report them to the appropriate authorities is fundamental to the culture of safety and security we have developed over the years, and we are relieved to see these protections upheld.”

Washington, DC-July 10, 2013— Today, the FAA released the final First Officer Qualifications (FOQ) Rule detailing additional changes supplementing the airline First Officer licensing and flight time requirements law. 

“Regional airline training professionals have worked intensely preparing for these new standards, and as an industry we are committed and ready,” President Roger Cohen notes. RAA indicates more than 8,000 regional airline pilots have already successfully completed training for their Airline Transport Pilot (ATP) certificates.

FOR IMMEDIATE RELEASE: RAA APPLAUDS RAA Applauds Congressional Action to End Controller Furloughs

Washington, DC-April 26, 2013—The Regional Airline Association (RAA) commends Congress for acting quickly on a bipartisan fix to halt air traffic controller furloughs, responsible for thousands of delays this week. RAA last week joined with Airlines for America (A4A) and Airline Pilots Association (ALPA) in suing to stop the controller furloughs.
The "Reducing Flight Delays Act of 2013" act was approved by Unanimous Consent last night in the U.S. Senate, passed by the House of Representatives at noon today and goes to President Obama for his signature.

Washington, DC, April 19, 2013—On behalf of its 27 member airlines, the Regional Airline Association (RAA) today underscored its cornerstone role flying 50% of the nation’s scheduled flights. Joining Airlines for America (A4A) and the Air Line Pilots Association (ALPA), RAA has agreed to pursue legal action against DOT and FAA asking the US Court of Appeals for the District of Columbia Circuit to review the agencies’ Capacity Reduction Plan for sequestration and for an emergency stay to prevent implementation of that plan pending the Court’s review.

RAA STATEMENT ON FAA ATC TOWER CLOSURES

Washington, DC—March 22, 2013--The Regional Airline Association is working with the FAA to identify and mitigate what appears to be inevitable impacts on scheduled air service caused by the planned closure or reduction in operating hours of many air traffic control towers and staff furloughs at regional and field offices. The FAA’s original plans, which may begin as soon as April 7, could close towers at 89 passenger air service airports.  Some 54 additional airports were initially identified to have their control tower hours of operations reduced. The agency recently announced plans to cut $600 million in FY2013 as part of a budget sequestration.  See today’s FAA announcement here.

“Regional airlines serve some 650 US airports - -nearly ¾ of which rely exclusively on regionals – and in our effort to continue serving these communities, RAA will continue to work closely with FAA to identify suitable alternatives,” notes RAA Senior Vice President-Operations & Safety Scott Foose.

Washington, DC—February 22, 2013-- Regional airlines operate 50 percent of the scheduled passenger flights across the nation, and provide the only scheduled service to 470 communities – representing three-fourths of the nation’s passenger airports.  These communities will be deeply harmed by sequestration, as reflected in today’s FAA announcement of potential staffing cutbacks and facility closings across the nation.
“The government is playing an irresponsible game of chicken--with no winners--and the traveling and shipping public will be the losers,” says RAA President Roger Cohen.  “The communities most dependent on scheduled service from regional airlines for their only connection to the global economy will be hurt the most,” he underlines.

Aviation Associations Commend EPA Recognition of Industry Voluntary Pollution-Reduction Program

Airlines for America (A4A), Airports Council International - North America (ACI-NA), the American Association of Airport Executives (AAAE) and the Regional Airline Association (RAA) today commended the Environmental Protection Agency (EPA) for finalizing new aircraft deicing regulations that recognize and build on the industry’s strong safety and environmental record while recognizing the unique operations of airlines and airports.

The associations issued the following joint statement:

“By recognizing the voluntary pollution-reduction program, the EPA is enabling airports and airlines to design effective environmental-protection strategies for their communities and specific circumstances that put safety first.”

RAA Names Stacey Bechdolt, Director- Safety & Technical Affairs

The Regional Airline Association (RAA) announced the addition of Stacey Bechdolt as Director-Safety & Technical Affairs to its Washington, DC-based staff.
Most recently serving as Manager-Training Compliance and AQP Coordinator for Comair, Bechdolt has years of experience in the airline industry and is an aviation attorney specializing in aviation regulations, operations and safety.  A member of various FAA rulemaking committees, Bechdolt also holds a number of NTSB certificates in related aspects of accident investigations.  A graduate of the Indiana University School of Law with a Masters Degree from the University of Pacific, Bechdolt is also a certified private pilot.

In public comments filed yesterday, the Regional Airline Association (RAA) strongly supports most of the important rule changes in the First Officer Qualification (FOQ) Notice of Proposed Rulemaking (NPRM) urging specific revisions to enhance safety and the qualifications of Part 121 airline pilots.  However to avoid “unintended consequences”, RAA recommends two important changes to the NPRM:
•         Substitute the Aeronautical Experience Credit System for the proposed academic training credit for flight experience; and
•         Accept the 500 minimum actual number of flight hours from the proposed 1000 flights hours.

House and Senate negotiators set to pass a four-year, $64 billion FAA Reauthorization bill

After 23 short-term extensions and five years of political impasse, House and Senate negotiators have agreed to a final version of the FAA Reauthorization bill. Key to this agreement was compromise on a controversial labor provision that would overturn a 2010 change in NMB union voting procedures. The compromise swaps the original provision, which would have overturned that rule change, for a provision raising the worker-interest threshold necessary for triggering union elections from 35 percent to 50 percent. The bill also requires a public hearing before any significant, future NMB rulings.

This week RAA joined with other major aviation industry trade associations, including A4A, AOPA, GAMA, NBAA, AIA and others in support of the Aviation Working Group’s (AWG’s) amicus petition to the Supreme Court for review of the Florida Supreme Court’s Vreeland decision, which runs contrary to longstanding Federal law protecting lessors, owners, and secured parties from liability for personal injury, death, or property loss caused by aircraft, except when the aircraft is in their actual possession or control. On December 21, 2011, the Regional Airline Association issued the following press release in response to the FAA Final Fatigue Rule

Washington, DC--The Regional Airline Association recognizes a science-based rule on pilot flight and duty time will advance guidelines for airlines, and RAA is reviewing the comprehensive final flight and duty time rule released today by FAA. 
"The cornerstone of our efforts continues to be safety.  This final rule is a culmination of considerable effort by FAA, pilots and airlines which began with the Aviation Rulemaking Committee established in July 2009 and with RAA and airline member participation," said RAA President Roger Cohen.  "While we are still reviewing the rule, it does open the door for additional research, including our own efforts on a ground-breaking fatigue study of multi-segment operations by Washington State University."

RAA Elects New Board of Directors during first RAA/AAAE Executive Summit

Washington, DC-December 14, 2011- The Regional Airline Association (RAA) Board of Directors elected officers for the 2012 term:  American Eagle’s Dan Garton becomes RAA Chairman; ExpressJet’s Brad Holt, Vice Chairman; Cape Air’s Dave Bushy, Secretary; and Empire Airlines’ Tim Komberec, Treasurer.  Also elected to the Board’s advisory Executive Committee:  Air Wisconsin’s Jim Rankin, Immediate Past Chairman, and Jazz Air’s Joe Randell, At-Large Member. 
 “Each of our 30 member airlines serves on our Board of Directors, empowering every airline to have a full voice guiding our association’s direction and policy,” underlines RAA President Roger Cohen.  “While our members differ vastly in terms of size, ownership and major carrier alliance, the secret sauce is that they share best safety practices and work together collectively to advance the interests of this vital part of the nation’s air transportation system.”
The RAA Associate Member Council (AMC), representing the nearly 200 member companies that provide products and services to the regional airline industry, also confirmed 2012 officers. GE Aircraft Engines’ Andre Robert is the new AMC Chairman.  He will be assisted by Ascent Aviation’s Rick Townsend as Vice Chairman, and SAFRAN Snecma’s Lucas Aardenburg, Past Chairman.
The Fall Board of Directors and AMC meetings were held in conjunction with the first AAAE/RAA Airport & Regional Airline Executive Summit in Memphis December 5-7.  “One of the requests from our airline and associate members was to build stronger relationships between airports and regional airlines, and this successful three-day conference provided an excellent opportunity to develop closer ties to our valued airport partners,” notes Cohen.

Aviation Industry Coalition Sends Unified Message to Congress

A united aviation industry coalition of nearly 30 organizations is opposing proposed tax increases, which would lead to significant job loss across all sectors of the industry and the nation.

“This tax would place the heaviest burden on regional airlines that provide the only source of scheduled air service to over 75 percent of the nation’s airports. This jeopardizes air service to some 500 U.S. communities relying on regional airlines exclusively for their scheduled flights. "Make no mistake: This tax jeopardizes air service at places where air service is the only link to the global economy, putting smaller communities out of business."

RAA, Aviation Community Support House Measure Blocking EU Emissions Trading Scheme

RAA joined 11 trade and industry associations today to support HR 2594. 
We write to urge you to support HR 2594, “The European Emissions Trading Scheme Prohibition Act of 2011.” This legislation prohibits U.S. aviation operators from complying with the application of the European Union’s emissions trading scheme to international aviation because the scheme violates U.S. sovereignty, international law and the Chicago Convention. The EU ETS is opposed by the Obama Administration, aviation trade associations, airlines and other operators, travel service providers, manufacturers, labor unions, a bipartisan coalition in both bodies of Congress, and numerous foreign governments.

Airlines are expressing alarm over an Obama administration proposal to help cut the federal deficit by imposing a new tax on aviation and raising another.
Carriers, airline labor unions, private pilots, corporate-jet builders and a host of other groups are lobbying hard to make the case to Congress that their barely profitable industry is being unfairly singled out.
"The airline industry is an easy target," said Richard Anderson, chief executive of Delta Air Lines Inc. "Perhaps there's a sense in Washington that wealthy people fly. But over the past 20 to 30 years, flying in the U.S. has been a very middle-class activity."

RAA Urges Congress To Reject New Taxes on Passengers and Airlines

WASHINGTON, DC--September 20, 2011 – The Regional Airline Association (RAA) today urged Congress to reject two new taxes on airline passengers  proposed yesterday by the President: one tripling the security tax paid by airline passengers and the other imposing a new, $100 per flight tax on each departure regardless of the size of the aircraft. 

These two new taxes which combined would add nearly $900 million in new taxes on passengers ($408M) and airlines ($475M) in just the first year could cause sharp service reductions at all U.S. communities, outright elimination of scheduled air service at potentially hundreds of small- and medium-sized communities, and would aggravate the country’s jobs crisis beginning Day One by threatening the job security of 53,000 airline workers.

"The context and math here is pretty easy to understand”, said RAA President Roger Cohen, “The new per flight tax alone would cost more than all regional airlines likely earned combined last year, jeopardizing the jobs of the 53,000 men and women who work directly for our member airlines and the thousands of other people whose livelihoods are tied to regional airlines.”

RAA JOINS GROWING COALITION OF STAKEHOLDERS TO SAVE OUR GPS (GLOBAL POSITIONING SYSTEM)

A pending proposal by LightSquared to place high-speed wireless network across the nation would rely on transmissions from ground-based radio signals on a spectrum adjacent to GPS. The signal would be one billion or more times more powerful than GPS's satellite-based signals, and RAA is concerned these transmissions will cause severe disruptions to the GPS signal. Approximately 98 percent of the regional jet aircraft in service today are completely reliant upon GPS for operation into and out of large hub airports and during high altitude enroute flight. The reliability of regional airline flights, therefore, depends heavily on GPS signal integrity.

For the first time in RAA history, a sitting U.S. Cabinet Secretary will attend the Regional Airline Association Annual Convention as the Honorable Ray LaHood, Secretary of Transportation will headline the 36th Annual RAA Convention in Nashville. Secretary LaHood is scheduled to address the Opening Keynote Session on Tuesday, May 17 by officially opening the Exhibit Hall  and walk through the hall with nearly 200 companies represented.

"Secretary LaHood's gracious acceptance of our invitation reflects the critical importance of regional airlines to the U.S. economy. We're very fortunate that the Administration's #1 transportation official will be joining the airlines which provide more than one half the nation's scheduled passenger flights and which 75% of US communities rely on exclusively  to link to the global economy," said RAA President Roger Cohen.

House Committee Hearing to Focus on FAA Reauthorization

Both Chambers of Congress are currently debating Federal Aviation Administration Reauthorization. The FAA is now operating under the 17th short-term extension since the last Reauthorization act was passed and passage of long-term legislation is an appropriate priority for the 112th Congress. RAA strongly supports modernization of our nation's air transportation system through the transition to "NowGen," which will help reduce the carbon footprint of air travel, streamline airline operations, improve safety, and strengthen our nation's economy by creating jobs. These extensive national benefits should be reflected in a robust general fund contribution to the FAA's funding and through adequate funding for the Essential Air Service (EAS) program, which preserves air service in vulnerable communities.

FAA Reauthorization is currently being debated on the Senate Floor and the House Transportation and Infrastructure Committee's Aviation Subcommittee held hearings this week on the matter. RAA President Roger Cohen has previously testified at similar hearings. FAA Forecasts Regional Carrier Enplanements To Reach 295.9 Million By 2031

Washington, DC—Regional carrier enplanements are forecast to increase 3.4% to 170.0 million in 2011, and continue to grow 2.8% annually reaching 295.9 million by 2031, the FAA released during its recent 36th Annual Aviation Forecast Conference in Washington, D.C.  Regional carrier RPMs are expected to increase 4.3% in 2011 and continue to rise at an average annual rate of 4.1% for the remaining 20 years of the forecast period.

RAA, Airports, States Join to Defend Essential Air Service (EAS)

Washington, DC- Today RAA was joined by several aviation associations in two letters voicing strong support for the Essential Air Service program, which faces elimination in Federal Aviation Reauthorization bills moving through both chambers of Congress.
The letter, jointly signed by ACI, AAAE, NASAO and RAA, underlines:  “Cutting Essential Air Service would serve as a deathblow to the economic health of hundreds of small communities across the nation. Eliminating this important program is the wrong thing to do, and now is the worst time to do it.”

RAA Elects New Officers for 2011 Term at Fall Meeting

Based on its primary objective of improving aviation safety, the Regional Airline Association today filed comments supporting FAA Administrator Randy Babbitt’s aim to combat crew fatigue, while recommending science-based revisions that will ensure airline flight crews are rested and safe.
RAA representatives and member airlines actively participated in the Flight and Duty Time Limitations and Rest Requirements Aviation Rulemaking Committee (ARC) chartered by the Administrator last summer.   RAA earlier had launched its own Strategic Safety Initiative (SSI) which specifically called for a study of pilot commuting and research on identifying pilot fatigue in airline operations. Many of the elements in the SSI have been incorporated into the FAA proposed rulemaking.

The development of the US code-sharing system between major and regional carriers during the past two decades has provided a safe, professional and reliable system for the traveling public, RAA President Roger Cohen underlined during his presentation today at the NTSB Code-Sharing Symposium in Washington, DC.  “As passengers expect, regional airlines fly under the same gold standards as the majors:  there is one level of safety," said Roger Cohen, underlining that on a voluntary basis, regional carriers have incorporated and advanced numerous safety programs such as ASAP, FOQA and others.

The Regional Airline Association (RAA) has appointed Constance “Connie” Arnold as its Director-Safety & Technical Affairs.  With a wealth of aviation and regulatory experience, Arnold joins RAA from the Technical Operations group at US Airways in Phoenix, where she spent four years holding several key safety, environmental and regulatory compliance roles.  In addition, Arnold was employed by the City of Phoenix for several years working as an environmental quality specialist and safety analyst.

The Regional Airline Association (RAA) today filed comments in response to the Department of Transportation’s (DOT) Notice of Proposed Rulemaking proposing the adoption of additional regulations that intend to improve passenger protections in air travel.

“Providing an outstanding travel experience for our valued customers is a goal RAA shares with its member airlines, the Department of Transportation, and other aviation stakeholders,” said RAA Vice President-Legislative Affairs Faye Malarkey Black.  Black continued: “We urge DOT to reconsider its proposed rule, however, to reduce the possibility of causing unintended confusion or inconvenience to the traveling public, particularly those passengers traveling to or from the 75 percent of our nation’s airports that rely on regional airlines, exclusively, for scheduled air service.”

“RAA and its member airlines have been active leaders in the Aviation Rulemaking Committee (ARC) since it began, and support the approach that would allow pilots more rest and give airlines the flexibility to integrate fatigue science into their scheduling practices. In fact, RAA’s pro-active Strategic Safety Initiative launched in June, 2009 has studied and recommended many actions responding to these challenges.
RAA’s member airlines, which provide more than half the nation’s scheduled passenger flights, look forward to continuing these critical efforts with the FAA and all stakeholders throughout the rulemaking process.”

The Federal Aviation Administration (FAA) published an Advanced Notice of Proposed Rulemaking (ANPRM) in the Federal Register on February 8, 2010 (see 75 FR 6164), seeking public comment concerning potential changes to the certification of airmen conducting air carrier operations under 14 C.F.R. Part 121.  The Regional Airline Association (RAA) and its members have a wealth of experience in, and commitment to, the qualification of airmen conducting such operations, and we respectfully submit the following comments on behalf of our 31 airline members regarding this important and timely proposal.

RAA Blasts DOT Final Rule Regarding Slot Auctions for NY Area Airports

The Regional Airline Association today blasted the Department of Transportation's decision to move forward with slot confiscation at New York metropolitan airports.

Despite overwhelming and near-unanimous opposition from government, industry and community stakeholders, DOT plans to confiscate and then auction off a number of take-off and landing slots at New York area airports.

The announcement comes as a crushing blow to smaller communities across the nation.  Over 70 percent of airports in the United States rely on regional airlines for their only access to the nation's air transportation system.  These communities will suffer devastating service losses as airlines' takeoff and landing slots are confiscated and sold to the highest bidder and airlines are overwhelmed by increased costs and reduced points of access to the U.S. air transportation network.  Click here to read the full RAA Press Release

RAA Meets with Obama Transition Team

RAA Flight Training Committee Establishes 2009 Priorities, Elects Randy Hamilton (Compass Airlines) as Co-Chairman
The Flight Training Committee, the Regional Airline Association’s longest running committee providing a forum for the airline management to discuss common issues, regulation changes and the latest industry trends, met at Compass Airlines’ training center in Eagan, Minnesota. The agenda covered many hot issues, but the most critical topics were “runway safety” and “finding and training new pilots.” The committee members always has a full agenda to discuss at their Fall meeting and this meeting proved to be no exception as the meeting adjourned with plans to continue to focus on these two important issues in 2009.

RAA Lauds Stay of New York Slot Auctions, Prevents a “Bad Trip”

After working tirelessly to oppose slot auctions at three New York area airports, RAA today praised the U.S. Court of Appeals decision to uphold a temporary stay of implementation.  RAA has been sharply critical of the slot auction rule, calling it "illegal" and a "threat to small and medium-sized communities across the nation."  Having previously called the proposal "like eBay on psychedelics," RAA's President, Roger Cohen, credited the U.S. Court with saving travelers from "a bad trip."  RAA's Cohen went on to criticize the Bush Administration for pushing slot auctions over the protests of the regional airline industry.  "A full 75 percent of our nation's airports receive service exclusively by regional airlines.  To ignore this constituency sends a strong message that small community air service is not important to this Administration.  RAA looks forward to working with President-elect Barack Obama, Congress, and other concerned stakeholders to improve the travel experience everywhere -- both at the New York area airports and across the nation."

On February 12, RAA member airline, Atlantic Southeast Airlines (ASA) made history with the first all-female, African-American crew – the first U.S.-based crew of its kind on a scheduled commercial flight. Captain Rachelle Jones, First Officer Stephanie Grant and flight attendants Diana Galloway and Robin Rogers flew Delta Connection Flight 5202 from Atlanta to Nashville, TN and returned Flight 5106 to Atlanta on Bombardier CRJ700 equipment.
